VIBC was founded in 2004 by Mo Dhaliwal. Mo's vision was to push boundaries and create space for the Punjabi community to enter the Vancouver arts scene in a meaningful way. In January of 2005, the organization produced its inaugural event, a 3-hour exhibition of bhangra featuring competitive dance teams from all over North America. Mo quickly realized that VIBC's future lay not in a single performance that only spoke to a portion of the community, rather that VIBC's future lay in developing accessible programming that engages artists, communities and festival attendees across genres of performance and ethno-cultural boundaries. Sukhi Ghuman was one of the first recruits to join the organization and continues to serve as a director.
